What it means if your land is inside the Sphere of Influence.

If you own land south of Grant Line Road, near Kammerer Road, or anywhere in the 2019 expansion area, you've probably been told your parcel is "in the SOI." That does not mean it is part of the City of Elk Grove yet. Here is the simplified version of what has happened and what has not.

  1. Step 1 - SOI adopted

    LAFCo certified the 2019 SOI Amendment on May 15, 2019. The expansion added approximately 7,869 acres south of Bilby / Kammerer / Grant Line, extending toward the Cosumnes River and I-5. An SOI declares a city's long-range planning footprint - it is not annexation.

  2. Step 2 - Supplemental EIR

    A Supplemental EIR was certified on January 27, 2021. This layered additional environmental analysis on top of the 2019 certification, supporting later planning work including the Southeast Industrial Area.

  3. Step 3 - Planning & financing

    The city has been working on infrastructure planning and financing for the expansion area. Parcels inside the SOI are not yet annexed, and annexation is processed on LAFCo's timeline, not the city's or yours.

  4. What it means for you

    Your parcel is on the city's radar but not inside the city yet. That in-between status is exactly where cash-buyer websites undervalue land. It is also where we are willing to do the work.

The city has been working through infrastructure, financing, and annexation planning for this area. If you own a parcel there, feel free to reach out.

How is selling to Ramsey different from a cash-buyer website?

Cash-buyer aggregators typically discount aggressively in exchange for speed and certainty of close. We are a licensed general contractor and active Sacramento-region developer, not an aggregator. We pay fair market value because we underwrite each parcel as something we intend to hold and develop, not flip.

What neighborhoods do you buy land in?

Anywhere in Elk Grove. That includes Laguna West, Laguna Ridge, East Elk Grove, Sheldon, Franklin, Old Town, Stonelake, Lakeside, the Elk Grove Boulevard and Laguna Boulevard commercial corridors, and pre-annexation parcels inside the SOI south of Grant Line.

Do you buy larger parcels suitable for subdivision?

Yes. Elk Grove is one of the few Sacramento-area submarkets with meaningful residential and mixed-use acreage still available. Larger parcels (5+ acres) with subdivision potential are an active fit.

What if my parcel has Stone Lakes, HCP, or wetland constraints?

Elk Grove's proximity to Stone Lakes National Wildlife Refuge and its participation in the Sacramento County Habitat Conservation Plan means some parcels have biological or hydrological constraints. We review these as part of our standard due diligence. Constraints do not make a parcel unsaleable; they just require honest accounting in the price.

How long does closing take?

For a parcel with clean title and no unusual environmental flags, 30-45 days through escrow is typical. SOI parcels, probate-path parcels, or parcels with complex ownership histories can take longer. We cover due-diligence work rather than asking you to pay for it.

Is land in probate a blocker in Elk Grove?

No. Probate affects timing and paperwork, not whether a sale is possible. We're comfortable working alongside your probate attorney in Sacramento County Superior Court, signing a purchase agreement contingent on the probate order, and aligning closing with the court's timeline.
