The Story

Full renovation, rezoning, and a turnkey handoff

This 4,600 SF freestanding masonry building at the corner of 28th and U Street sat in the heart of Midtown Sacramento's DTown submarket. Originally built in 1971 as a single-use C2 commercial building, the property needed both a physical transformation and a zoning change to unlock its full potential.

The construction scope covered both the interior and exterior. Inside, the team completed a full tenant improvement - demolishing the existing layout and building out a new office configuration with private offices, workstation cubes, a conference room, server room, kitchen, and two ADA-compliant restrooms. New partition walls, lighting, and a reflected ceiling plan gave the space a modern, functional layout. Outside, the building received a complete exterior renovation with custom murals and signage that gave it real street presence on the 28th and U corner.

In parallel with the construction, Ramsey navigated the entitlement process to rezone the property from C2 commercial to mixed-use - unlocking residential and commercial potential that didn't exist before. Residential elevation plans were drawn up, and the property was fully entitled before being sold turnkey to a new owner.

This project is a clear example of how construction and development work together. The renovation created immediate value, while the rezoning and entitlement expanded what the property could become - a combination that made the turnkey handoff possible.
